India's Higher Education Landscape: Three Maps, Many Policy Choices

What the geography, history and institutional structure of India's universities tell us about the uneven expansion of higher education


India's university landscape was shaped by different state-level choices about who should build universities, how they should be created, and how much the Union government should intervene.

When we talk about the expansion of higher education in India, we often begin with a number.


How many universities do we have?

But a number can conceal almost as much as it reveals.

A university can be public or private. It can be established by a state, the Union government, or through a deemed-university framework. It can represent decades of public investment, a state decision to encourage private participation, or a response to a particular regional or political circumstance.

So I began with a simpler question:

Where are India's universities, and how did they get there?


Using university-level data from AISHE, I created three maps to explore the question — the present distribution of universities, their population-adjusted density, and the historical evolution of their establishment from the 1800s to 2025.

Taken together, they reveal a fascinating story.

Not simply about the growth of higher education.

But about different policy choices made by different parts of India.

The first map shows the distribution of universities across India's States and Union Territories.

Uttar Pradesh leads with 122 universities, followed by Gujarat with 110 and Maharashtra with 102. Madhya Pradesh and Rajasthan follow closely.

At first glance, this looks like a story about population.

Large states have more universities.

But that interpretation becomes less convincing when we adjust for population.

If we measure universities per 10 million people, a very different picture emerges.

Among the larger states, Uttarakhand ranks first, followed by Haryana, Gujarat, Punjab and Karnataka.

Uttar Pradesh, despite having the country's largest absolute number of universities, falls close to the bottom of the ranking.

This is an important distinction.

University density tells us something about the institutional availability of higher education relative to population.

But it does not tell us why that density exists.

And this is where the story gets interesting.


There isn't one Indian model of university expansion

The more I examined the underlying data, the more difficult it became to talk about "university expansion" as though it were a single phenomenon.

Different states have taken remarkably different paths.

Consider Gujarat and Kerala.

Gujarat has 27 State Public Universities and 65 State Private Universities.

Around 71% of its state universities are private.

Kerala has 14 State Public Universities.

And zero State Private Universities.

These are almost opposite approaches to the same policy question:

Should the expansion of universities be driven substantially through private institutions licensed by the state?

Gujarat has clearly embraced that model.

Kerala has not.

And that distinction matters when interpreting university-density comparisons.

Gujarat's high density is real. But a substantial part of it reflects private university expansion, rather than simply a higher level of public university investment.

Kerala's position is also more nuanced than a low density number might suggest.

It has not necessarily "failed" to expand its university system.

It has chosen not to use the State Private University route.

That is a policy choice, not simply an absence of policy.

Madhya Pradesh and Rajasthan have followed a similar private-expansion model, with State Private Universities accounting for roughly 69% and 65% respectively of their state-university base.

So perhaps we should stop asking only:

Which states have more universities?

And start asking:

What model did each state choose to create them?


Tamil Nadu followed yet another path

Tamil Nadu offers an especially interesting example.

Its university expansion story is not primarily a State Private University story.

Tamil Nadu has only four State Private Universities.

But it has 26 Deemed-Private Universities, more than twice as many as any other state.

This is a very different institutional pathway.

Several of the institutions that became prominent in Tamil Nadu's private higher-education ecosystem grew initially through self-financing colleges and subsequently entered the deemed-university framework.

In other words, Tamil Nadu's higher-education expansion was not simply about deregulation.

It was about finding and scaling a particular institutional route.

This helps put the historical university expansion we saw in the third map into sharper perspective.

The South did not expand through one common model.

Different southern states made different choices.

And Tamil Nadu's experience suggests that institutional architecture may matter almost as much as the raw number of universities.


The Central government tells another story

There is yet another layer that becomes visible when we separate universities created by states from institutions created or funded by the Union government.

The geography of Central Universities and Institutes of National Importance looks very different from the geography of overall university density.

Uttar Pradesh, for example, has the country's largest number of Institutes of National Importance, at 12, and six Central Universities.

Yet Uttar Pradesh sits close to the bottom of the population-adjusted university-density ranking.

Bihar, similarly, has a relatively large presence of Central Universities despite having one of the lowest university densities among major states.

This suggests that Union-government investment does not simply follow the existing strength of state higher-education systems.


In some cases, it appears to work in the opposite direction.

That may reflect a broader federal objective: Using nationally funded institutions to widen access, create institutions of national importance in underserved regions, or compensate for gaps in state-level capacity.


And Andhra Pradesh provides an especially interesting example.


Following the 2014 bifurcation of Andhra Pradesh and Telangana, the Union government established or supported a package of national institutions in the new Andhra Pradesh including IIT Tirupati, IIM Visakhapatnam, IISER Tirupati and NIT Andhra Pradesh.

Here, national higher-education investment was connected not simply to organic regional expansion, but to a specific political and constitutional event.

The federal map therefore follows a different logic from the state map.


Delhi is another exception

Delhi provides another fascinating case.

It has no State Private Universities.

Its university ecosystem is dominated by Central, national and deemed institutions, alongside State Public Universities.

But this isn't really comparable with Kerala.

Kerala made a state-level policy choice not to create State Private Universities.

Delhi is a Union Territory with a fundamentally different constitutional and legislative framework.

Its institutional structure reflects that difference.

This is an important reminder that institutional counts cannot always be interpreted without understanding the political structure of the territory in which those institutions exist.


So when did India's regional divergence actually begin?


The institutional differences we see today become even more interesting when placed on a historical timeline.

I went back to the recorded founding year of the universities in the dataset and plotted their cumulative establishment across India's six geographical zones.

The result challenges a simple explanation.

Around 1950, the major regions were still surprisingly close.

At the end of 1950:

  • Southern — 17

  • Central — 17

  • Eastern — 14

  • Northern — 12

  • Western — 14

  • North-Eastern — 2

Between 1951 and 2000, the Southern zone expanded much faster than several other regions.


By 2000, it had accumulated 123 universities, compared with 81 in the Northern zone, 78 in the Central zone, 67 in the Eastern zone and 58 in the Western zone.

The regional gap had clearly opened.

But now we know something we didn't know when looking at the timeline alone.

The South did not follow one common expansion model.


Tamil Nadu, Kerala, Karnataka and Andhra Pradesh evolved different institutional ecosystems.

And states elsewhere in India followed still different paths.

The geography we see today is therefore the accumulated result of multiple policy choices, not simply a north-south divide.


Quantity is only the beginning

There is a temptation to look at these numbers and conclude that more universities must mean better higher education.

I don't think the data allows us to say that.

A university count tells us about institutional supply.

It doesn't tell us about quality.

It doesn't tell us about affordability.

It doesn't tell us about student capacity.

It doesn't tell us whether graduates acquire meaningful skills.

And most importantly, it doesn't tell us what happens to students after they leave.

This becomes particularly important when comparing states that have achieved similar university densities through very different mechanisms.

A university established through substantial public investment is institutionally different from a private university licensed by a state.

A deemed university is different again.

A Central University or an Institute of National Importance follows another model altogether.

Counting each as simply "one university" makes sense for some purposes.

But it can conceal the policy architecture underneath the number.


The question I am left with about Higher Education


These maps began with a fairly simple exercise in counting universities.

They have left me with a much more complicated question.

What exactly are we measuring when we measure the expansion of higher education?

Is it the number of institutions?

The number of seats?

The amount of public investment?

The extent of private participation?

The geographical spread?

The density relative to population?

Or ultimately, the opportunities and outcomes created for students?

Perhaps all of these.

The first map tells us where India's universities are today.

The second tells us how that distribution changes when we account for population.

The third tells us when the regional divergence emerged.

And the institutional data adds another dimension:

who built those universities, and through what policy mechanism?

That changes the story considerably.

India's higher-education expansion is not one story.

It is a collection of different experiments in public investment, private participation, federal intervention and state-level policy.

And perhaps the most interesting question is no longer:

Which state has the most universities?

It is:

Which policy choices created the most meaningful opportunities for students — and what happened to those students afterwards?

That, ultimately, may be where the real story of India's higher education lies.


Data note

The historical analysis uses the university-level AISHE dataset and recorded founding years. The institutional-type comparison referenced above is based on AISHE 2023–24 data covering 1,289 universities. The working university dataset used for the geographical maps contains 1,422 institutions and is dated August 2026; therefore, the two datasets should not be treated as directly reconcilable counts. The institutional-type figures are used to understand the structure and direction of university expansion, rather than to reconcile the absolute university count in the maps.
